ANITA LOOTS | CEO
Anita Loots joined SIOC-CDT as the CEO in May 2024. Anita brings to SIOC-CDT
her extensive experience and proven track record of strategic leadership in both the
public and private sectors.
Before joining SIOC-CDT, she was the CEO of the Tirisano Construction Trust Fund
(TCF) – a Development Trust with a mandate to develop construction sector
capabilities, skills and infrastructure. Her approach focused on operationalising the
programmes of the TCF, maximizing its socio-economic impact and ensuring that
infrastructure development projects unlocked bottlenecks and service-delivery
challenges in disadvantaged communities.
Previous positions include working as the Managing Director of Quo-Tec Limited (UK), a technology-strategy consultancy that achieved significant growth and profitability under her leadership.
Upon her return to South Africa, she held key positions related to building the technical capacity and engineering effort for the South African Square Kilometre Array (SKA) telescope project and teams and served on a number of international committees, boards and panels. She was the Head of Technical Units of the Presidential Infrastructure Coordinating Commission (PICC), supporting the work of the various governance structures of the Infrastructure Development Act (Act 23 of 2014), which promotes the development goals of the State through infrastructure development and life-cycle management.
Anita is a registered Professional Engineer with the Engineering Council of SA (ECSA), having received her B- and M-level degrees from the University of Stellenbosch. She has extensive international experience in technology and knowledge-intensive engineering programmes, consulting (primarily in the infrastructure, engineering, science and technology domains), innovation, technology and knowledge transfer, project management, research & development and business development and management.
Anita has previously been recognised as one of the 50 most inspiring women in technology in South Africa and was inducted as a Fellow of the South African Academy of Engineering (SAAE) as well as the South African Institution for Civil Engineering (SAICE). She has also received recognition for her work in Ghana during her time at the SKA. She serves on the Council of the Northern Cape based Sol Plaatje University (SPU), where she is also Deputy Chair of the Facilities Planning, Infrastructure and Information Technology Committee (FPIITC).
TAONEZVI MUTSAGO | HEAD OF PROJECTS
Mr Taonezvi Mutsago is the Head of Projects and driving the transformation of community development for SIOC-CDT. He is responsible for developing and driving strategies that ensure the delivery of impactful and successful projects in the Trust’s beneficiary communities. With a strong financial background, Mr Mutsago is a CIMA qualified Chartered Global Management Accountant who also holds an MBA and has spent a greater part of his career in community development.
MOSIMANEGAPE MACOMO | HEAD OF STAKEHOLDER RELATIONS & COMMUNICATIONS
Mosimanegape Macomo is a dynamic and seasoned manager possessing a wealth of experience spanning over 17 years across both the private and public sectors, specialising in executive leadership, organisational management, and stakeholder relations. He joined SIOC-CDT in February 2022 as Stakeholder Relations Manager and worked his way up to Head of Stakeholder Relations and Communication, a position he assumed from July 2023 to date. Prior to joining SIOC-CDT he occupied positions of Regional Manager for Northern Cape at the National Youth Development Agency (NYDA), Manager Committee Services and Institutional Performance Management at Frances Baard District Municipality and held other key roles in private organisations. Mosimanegape holds a Postgraduate Diploma in Business Administration (PGDipBA) from the University of the Free State (UFS) and is currently completing the dissertation for the award of a Master of Business Administration (MBA) at same university. He also holds a National Diploma in Electrical Engineering from Central University of Technology Free State (CUT, FS) and completed a Programme for Management Development (PMD) with Gordon Institute of Business Science (GIBS), University of Pretoria.
TANYA DUVENAGE | HEAD OF FINANCIAL ACCOUNTING
Ms Tanya Duvenage is the Group Financial Manager of SIOC-CDT. Ms Duvenage has over 11 years of financial experience and has worked in the finance department of SIOC-CDT since it became operational in 2008. She holds a Bcompt Honours degree in finance and a postgraduate diploma in Advanced Taxation.
KHANYISA HANISI | HEAD OF HUMAN RESOURCES
Ms Khanyisa Hanisi was appointed as SIOC-CDT’s Head of Human Resources (HR) in June 2019. She has extensive experience in HR with a Postgraduate: Labour Law. Her career began at the South African Revenue Services (SARS) after obtaining her National Diploma: Human Resources Management from the Nelson Mandela University in 2003. She has worked in HR in both the public and private sectors at several organisations including SARS, Deloitte, FNB Commercial, Metropolitan Health Group, Marsh and the South African Weather Service.
CHELSEA KEARNS | HEAD OF INVESTMENT
Chelsea Kearns joined SIOC-CDT in January 2024 as Head of Investment. She holds a B.Com Accounting honours degree from the University of the Western Cape and is a qualified Chartered Accountant. On graduating, she joined the IDC as a Trainee Accountant, participating in the TOPP Programme over a three-year period. Chelsea enjoyed a sterling career at the IDC, rising rapidly up the ranks at an accelerated pace, operating as one of the youngest Senior Dealmakers in the organisation. Chelsea focused primarily on due diligence investigations for potential investments, financial projections, deal structuring, building of valuation models, negotiations of cross – border transactions and the facilitation of management buyouts and third-party acquisitions. She also has served on the boards of companies, most notably that of Tinga Game Lodge as well as serving on several project steering committees over the years. Chelsea has over 12 years of professional investment experience post qualifying as a Chartered Accountant.
ZANELE MATHEBULA | COMPANY SECRETARY
Ms Zanele Mathebula is the Company Secretary of SIOC-CDT and responsible for efficient administration of the organisation by providing company secretariat services to the Board, Board Committees of SIOC-CDT and its associated entities and ensuring compliance by the organisation with principles of good corporate governance. She further ensures that the decisions of the Board of Trustees are implemented. Ms Zanele Mathebula holds a Degree in Business Administration and has spent a greater part of her career in Community Development Trusts.
